Roane County Court Record Requests
For Circuit Court or General Sessions matters, try the Roane Online Court Records System first. Search it by party name or case reference. A filing year plus the last numeric part of a case number also works. You can narrow by court and by criminal or civil type. Treat the portal as a locator only. Its own terms say the data is not the official record and may change.
The document itself comes from the clerk responsible for that division. Circuit, Criminal, General Sessions, Traffic, Juvenile, and Collections files all route to one office. The Circuit Court Clerk keeps them. Chancery and Probate Rule and Execution records belong to the Clerk and Master. Municipal cases stay with the city court clerk for that city. Mail your request under the county records policy using Form A.
- Locate the case online, in the docket PDF, or by phone.
- Identify the court and its clerk before requesting a file.
- Name the case number, exact document, and useful date range.
- Choose inspection, a plain copy, or a certified copy.
- For copies, submit Form A and request a cost estimate.
Three Roane County Record Layers
A Roane County court docket is only the first layer of the record. It lists cases or settings, with a case number, charge, judge, date, or citation number. Beneath it sits the clerk's case register. That layer records more of the case activity. The third layer is the filed papers themselves. These are the complaint, petition, summons and return, answer, motion, order, judgment, notice, appeal, garnishment, writ, transcript, or proof of service.
The Roane Courts forms index shows the paperwork used in each area. It covers civil, criminal, domestic, subpoena, indigency, appeal, expungement, and summons work. A docket line naming a motion does not mean its image is online. The wording matters sometimes. Ask the clerk for the paper itself.
Kinds of Roane County Court Records
Jurisdiction decides where a Roane County record lives. Circuit Court keeps general civil cases. Claims over $25,000 land there. Appeals from lower courts do too. Criminal Court handles felony and misdemeanor matters in the Ninth Judicial District. General Sessions covers limited civil and criminal cases, preliminary hearings, domestic matters, and traffic cases. Juvenile access has its own separate limits.
Chancery and Probate files include Rule and Execution dockets, minutes, case fees and costs, court-ordered auction records, and related papers. City clerks keep municipal traffic, parking, ordinance, and code cases. The elected County Clerk handles county-government, vehicle, license, marriage, and legislative records. These are not the main court file.
Which Roane Clerk Has It
Ann Goldston is the Circuit Court Clerk. She maintains the Circuit, Criminal, General Sessions, Juvenile, Traffic, and Collections divisions. The Circuit and Criminal office sits at 200 East Race Street, Suite 11, Kingston, TN 37763. Its phone is (865) 376-2390. General Sessions uses (865) 376-5584 and is associated with Suite 16. Older official listings disagree on that suite, so call before you drive over.
Clerk and Master Pam May keeps the Chancery and Probate records in Suite 12. Her phone is (865) 376-2487. The official office page connects that office with these specialized dockets and minutes.
Know the split before you send anything: a Chancery request does not belong with the Circuit clerk or the County Clerk.

Court Records: What They Contain
The current General Sessions PDF is a setting list rather than a full filing history. Even so, its fields help you describe the right Roane County record.
| Case identity | Formatted case number, internal reference when shown, court, and docket title. |
|---|---|
| Setting | Date, time, assigned judge, and location in the header. |
| People and roles | Party role, citing officer, and attorney labels when present. |
| Claims or charges | Count, Tennessee Code section, charge, violation date, or arrest date. |
| Filed papers | Pleadings, service returns, motions, orders, judgments, and notices. |
| Outcome | Disposition or judgment when entered; pending files may lack one. |
That PDF shows no document attachments, certified-copy markers, or case balances. If a field is blank there, the clerk may still have the item.
Older Roane County Court Records
The Records and Archives Department places permanent records from before 1973 at the Historic Courthouse. That is 119 Court Street in Kingston. The collection holds case files, docket books, and minute books. They come from every court system except Juvenile. Active cases, though, still begin with the clerk where they originated.
Newer records from 1973 forward sit with the Records Department at 1362 N. Gateway Avenue in Rockwood, along with temporary records kept under state schedules. Custody of a file may still rest with a clerk rather than the archive. Ask where the court material is held. Do that before mailing a broad request.
For genealogy, local history, or closed cases that the modern portal no longer lists, the date split tells you which office to ask.
Copy Fees and Certification
Roane County's general policy lists copy rates. It posts no separate published charge for a certified docket sheet, exemplified copy, document image, or clerk search. Ask the originating office. It can quote the current certification charge and accepted payment. Keep copy fees separate from court filing fees, which are something else.
| Service | Charge | Detail |
|---|---|---|
| Public inspection | No fee | An appointment may be reasonably required. |
| Black-and-white letter/legal page | $0.15 | General county rate unless another rule controls. |
| Color letter/legal page | $0.50 | General county rate. |
| Other medium or vendor | Actual cost | Postage and labor after one hour may apply. |
| Certified court copy | Ask the clerk | No exact rate was located. |
Expect an itemized estimate and possible prepayment. County policy accepts cash, personal check, or credit card. The Clerk and Master adds a 2.5% card service fee, which is not a universal certification charge.
Form A for Roane Records
Form A is the written route for a copy request or an inspection-and-copy request. It records the requester, the custodian, Tennessee citizenship, the service you want, your estimate choice, and delivery preference. It also asks for a detailed description. Be specific. List the record type, dates, subject, and keywords.
Inspection alone can be requested orally or in writing, in person or by phone. Copy requests may be filed in person or by mail. The county need not create a record that does not exist. Policy bars personal copying equipment, and postage for mailed copies must be paid.
Note: More than four requests in one calendar month may be grouped. The county's multiple-request policy decides.
Roane County Form B Responses
Records that are easy to produce should come out promptly. When that will not work, the custodian has seven business days to send a Form B. That form either grants access, denies the request, or gives a fair estimate of the review time. Big Roane County requests can even be released in segments.
Form B has its limits as a checkpoint. It might point to vague wording, no record at all, or the wrong office. It might also flag missing proof of citizenship, an unpaid estimate, or a law that blocks release. Staff can also note that they are still checking whether the file exists. They may be pulling it, reviewing it, or redacting it. None of that promises every page is public.
Before filing Form A, follow the custody map. Ann Goldston's office handles Circuit, Criminal, General Sessions, Juvenile, Traffic, and Collections files. Chancery and Probate Rule or Execution docket matters go to Pam May's office. A case that started as a city ordinance citation belongs with that city's court clerk. For an old closed matter, give the Historic Courthouse archives or the Rockwood Records Department enough detail. They need to tell which side of the 1973 custody line the record falls on.
How you want delivery affects the response too. Form A allows on-site pickup, first-class mail, electronic delivery, or another stated method. You can accept costs up to a written amount, or ask to see an estimate first. Postage falls on the requester. When retrieval, review, or redaction drags on, Form B leaves room for a reasonable production timeline. The county can hand over a large request piece by piece instead of waiting until every record is ready.
Citizenship and identification terms come from Tennessee policy. A valid Tennessee driver license or an acceptable substitute may be required. Inspection itself costs nothing. Staff may still set a reasonable appointment so the court file can be located and kept safe. Personal copying equipment is barred by the policy. Any statute, court rule, clerk fee, or court order that controls a given Roane County court record overrides these terms. Such a rule always wins.
Access Rules for Court Records
Tennessee Supreme Court Rule 34 opens court records to inspection unless an exception applies. The exceptions can come from the Tennessee Public Records Act. Another statute, a court rule, or an order can also apply. The rule reaches case records, administrative records, and judicial records alike. Sealed material stays sealed. Unpublished drafts, deliberative notes, and internal case-management data also stay protected. Anything whose release would impede judicial work does too.
The official Rule 34 page lays out that statewide framework. It works hand in hand with local policy.
A docket row open to the public does not make every attachment public. Yet one closed attachment cannot shut the rest of the file either.
Public access has limits: Tennessee Code Annotated §§ 10-7-503 through 10-7-506, Rule 34, other rules, and case orders govern access, copying, and review of denials.
Redacted Roane County Court Files
When a public record holds protected data, the custodian prepares a redacted copy. The copy gives the general basis for each cut without exposing the secret material. Local rules push Social Security numbers off public General Sessions civil process unless a law demands them. Juvenile cases sit behind a different boundary. The county publishes no open juvenile results online.
A missing online result can mean many things. Sealing, juvenile limits, the wrong court, an old reference, a city case, or Chancery custody could all explain it. It does not prove the file is gone. Tennessee Code Annotated § 10-7-505 gives an eligible citizen a route to court review after a denial.
